This is Edward White, the first American astronaut to walk in space, outside the Gemini 4 capsule in 1965. Spacewalks are better described as floats, as astronauts move in free-fall. White used a Hand-Held Self-Maneuvering Unit to move around, connected to the capsule by a tether.
