This is not a natural cloud formation. An air force jet released a series of flares, creating this "smoke angel" pattern over the Atlantic Ocean. The C-17 Globemaster III jet is visible on the right. The circular "eyes" of the angel are formed by air spiraling off the plane's wings as it maneuvers.
